Stormwater Compliance Assistance for CMC Metals Industry Storm Water Group

Project Details:

California’s Industrial General Permit (IGP), amended in 2015, requires California’s industrial facilities to implement effective compliance programs to comply with the rule. In 1997, KERAMIDA's Vice President, Ron Hayes, was retained by the California Metals Coalition (CMC) to be the Group Leader of its Metals Industry Storm Water Group (MISWG), formally known as the Metal Casting Storm Water Monitoring Group. Since the beginning of this partnership with CMC, KERAMIDA has continued to serve as Group Leaders, currently managing and assisting 50+ MISWG-member industrial facilities with their stormwater compliance needs.

KERAMIDA’s Key Actions:

  • Reviews Level 1 ERA Reports and Level 2 ERA Action Plans, Storm Water Pollution Prevention Plans (SWPPPs) and site maps. Communicates findings with members to collaboratively edit documents to ensure compliance with the IGP and convey the facility's compliance efforts to reduce unwanted attention from the Water Board and third-parties.

  • Conducts annual on-site stormwater site visits and stormwater compliance training for all members. Walks site with member to discuss current compliance plans, Best Management Practices (BMPs), and possible solutions to any concerns a member has regarding the status and efficacy of their current stormwater compliance program.

  • Reviews all lab reports and compiles data into sample results memos for
    all members, to document how sample data fits with the IGP's Numeric Action Levels (NALs) and potential movement of Level statutes as a result of NAL exceedances.

  • Conducts monthly SMARTS account audits for all members.

  • Reviews Ad Hoc reports certified in SMARTS for accuracy in relation to their respective lab reports.

  • Performs legislative and policy analyses of complex issues with potentially significant impact on assigned stormwater program operations.

  • Participates in establishing work plans and initiatives to address updates to the Industrial General Permit.

  • Coordinates communication with law and technical firms, as well as regulatory agencies.

  • Participates in quarterly regulatory meetings to discuss updates to industrial sector and potential impacts on MISWG members.
