Climate Action Plan for City of Annapolis, Maryland

Project Overview:

KERAMIDA partnered with the City of Annapolis, Maryland, to develop its 2026 Climate Action Plan (CAP), a comprehensive, community-informed roadmap for reducing greenhouse gas (GHG) emissions and advancing long-term sustainability. Building on more than two decades of environmental leadership, the City sought an updated, data-driven plan that would establish achievable emissions reduction targets and identify practical strategies tailored to local priorities, resources, and implementation capacity. The CAP was supported by updated GHG inventories, emissions reduction modeling, 20 prioritized reduction measures, and actionable implementation guidance.

“Emilee was passionate, engaging, and showed leadership through the whole process. It felt like the service was extremely catered to the City specifically as opposed to being just another jurisdiction you all work with.”
— Ashleigh Diaz, City Manager, City of Annapolis, MD

Project Details:

From April 2025 through June 2026, KERAMIDA’s Livable Cities team worked closely with the City’s Office of Resilience and Sustainability through three interconnected phases: community engagement, GHG inventories and reduction modeling, and climate action planning.

KERAMIDA supported the development of updated 2024 community-wide and municipal operations GHG inventories, establishing a foundation for evaluating emissions trends and identifying reduction opportunities. The community-wide inventory identified 402,091 metric tons of carbon dioxide equivalent (MT CO₂e) in annual emissions.

Community participation was integral to the project. Through two public meetings, two virtual webinars, a community survey, a public comment period, and four technical working groups, the project team gathered input from residents, businesses, community organizations, and subject-matter experts.

KERAMIDA evaluated potential emissions reduction measures based on GHG reduction potential, existing local initiatives, and social, financial, technical, operational, and timeline feasibility. This collaborative process resulted in 20 prioritized reduction measures across buildings and energy, transportation, waste, and land use.

To support implementation, the CAP includes recommended actions with estimated costs, potential funding resources, implementation timelines, responsible parties, workforce considerations, and anticipated community co-benefits. The plan also establishes a framework for tracking progress using ClearPath 2.0.

The completed CAP identifies feasible community-wide emissions reduction targets of 13% by 2031 and 57% by 2045, relative to a 2024 baseline. By combining technical analysis, community engagement, and implementation-focused recommendations, KERAMIDA helped the City establish an actionable framework for advancing climate goals while supporting public health, resilience, environmental stewardship, and quality of life.
