Comprehensive Health & Safety Audit for City of Springfield, Missouri

Project Details

KERAMIDA conducted a comprehensive Health and Safety Audit for the city of Springfield, Missouri, over a five-day on-site engagement. The objective was to assess occupational health and safety practices across three primary municipal departments — Environmental Services, Traffic Operations, and the Parks Department — and provide practical recommendations to help the City exceed its baseline safety expectations.

Although Missouri municipalities are not subject to OSHA enforcement, City leadership proactively chose to adopt OSHA as a minimum benchmark and engaged KERAMIDA to guide the City toward best-in-class safety performance.

Project Team

The KERAMIDA audit team consisted of three safety professionals with deep municipal and industrial expertise:

  • Senior Project Manager / Lead Auditor – Oversaw project execution; brought cross-sector safety experience to lead field evaluations.

  • Industrial Hygiene Specialist – Focused on exposure assessments, chemical safety, and air quality considerations.

  • Municipality-Specialized Safety Consultant – Provided targeted insight into city operations and staff workflows.

Scope of Work

KERAMIDA’s audit evaluated safety protocols, employee practices, hazard controls, and compliance-related systems across a wide variety of municipal operations:

1. Environmental Services

The audit included site visits and program reviews across critical city infrastructure and operations:

  • Environmental Inspectors & Permitting Staff – Focus on field safety practices, regulatory procedures, and documentation.

  • Wastewater Treatment Facilities – Audit of two major facilities with emphasis on confined space entry, hazardous chemical use, PPE, and process safety management.

  • Sewer Maintenance & Repair Crews – Assessment of excavation safety, traffic control measures, and lockout/tagout practices.

  • City Landfill – Evaluation of heavy equipment use, site access controls, and dust/particulate exposure.

  • Recycling & Composting Operations – Review of material handling, machine guarding, and ergonomic risks.

2. Traffic Operations (Streets Department)

The streets and traffic teams were assessed for safe practices related to:

  • Traffic Signals, Signs, and Road Striping – Observation of work zone control, vehicle operation, and heat/visibility exposure.

  • General Road Maintenance – Review of safe work practices during pavement work, patching, and right-of-way operations.

3. Parks Department

The Parks Department audit included a representative sampling of diverse programs and facility operations:

  • Ice Rink Operations – Review of refrigeration system safety, slips/trips/falls, and chemical storage.

  • Equestrian Program – Observation of animal handling safety, equipment maintenance, and sanitation practices.

  • Grounds Maintenance – Evaluation of mowing, pesticide application, janitorial practices, and ergonomic stressors.

Deliverables & Impact

KERAMIDA delivered a formal written audit report outlining prioritized findings, risk levels, and actionable recommendations. Supportive materials were also provided to guide corrective actions and improve safety systems and training. KERAMIDA’s team continued engagement with City staff to address identified deficiencies and implement sustainable safety improvements.
