Elliot Dillon

Chief Operating Officer

Mr. Dillon has an extensive background working in the environmental industry, specifically pertaining to the oil and gas industry. Elliot interfaces with various levels of the local, state, and federal governments, as well as a wide range of construction and engineering teams and stakeholders. Elliot manages submittals and interacts professionally with the regulatory authorities while maintaining the objectives, interests, and budget of the project; assures prompt and direct compliance reporting and/or actions to resolve concerns in a satisfactory and timely manner; prepares Permit Applications for Stormwater – Construction, Wetlands, and related activities; prepares and coordinates the preparation of Storm Water Pollution Prevention Plans and Environmental Construction Plans; and communicates effectively with various stakeholders to assure timely completion of projects. 

Mr. Dillon has several years of experience as an environmental scientist in construction and energy including performing a variety of delineations on large scale linear oil and gas projects in the Northeastern Piedmont Region; assisting with preparation of PA Chapter 105 and Section 404 permit registration packages for projects in Pennsylvania, West Virginia, Ohio, and Maryland; aiding in numerous diverse threatened and endangered species surveys, including bats, birds, and plant surveys; completing pre and post construction impact assessments, including erosion and sediment control inspections; and following all proper safety protocol and guidelines.
