Process Safety Management & Risk Management Plans for EKPC

Spurlock Station, a coal-fueled power plant located on the Ohio River near Maysville, KY, is East Kentucky Power Cooperative’s largest power plant. Its four generating units have a total capacity of about 1,400 megawatts.

Project Details:

KERAMIDA contracted with the East Kentucky Power Cooperative, Inc. and worked directly with their Environmental Health and Safety Manager to assist with the site Process Safety Management (PSM) Plan and the site Risk Management Plan (RMP) at Spurlock Station.

A KERAMIDA Health and Safety Project Manager was on-site for an estimated period of 4-6 weeks. The Project Manager was responsible for developing a plan of completion and direction for the site EHS, Engineering, Management, Maintenance and other staff members involved with the project. In addition to providing assistance and advice in the writing and revision of programs and procedures, reviewing documents and overall project management, KERAMIDA provided the following:

  • Training Program for all employees involved in PSM

  • Train-the-Trainer session for PSM

  • Training Program for employees responsible for Mechanical Integrity

  • Train-the-trainer session for Mechanical Integrity

  • Written procedures for Incident Investigation and Management of Change (MOC)

  • MOC Checklist

  • Compilation of all related documents in one book or file

Work completed by KERAMIDA also included process hazard analysis and toxic endpoint reduction. KERAMIDA Project Manager was primarily on-site at EKPC Spurlock Station full time, for a period of approximately six weeks. Other work was completed off-site by the project manager or other KERAMIDA staff members. KERAMIDA worked with the client to ensure that the updates to their compliance schedule were completed on time and in full accordance with all rules and regulations.
