Phase II Assessment of Cincinnati Die Cast Property

Project Details:

KERAMIDA completed a VAP Phase II Property Assessment (Phase II) at the former Cincinnati Die Cast facility, at the request of the City of Cincinnati and a private developer. The work was funded by a COAF grant. The VAP Phase II was completed to investigate Identified Areas (IAs) determined within the VAP Phase I Property Assessment formerly completed by KERAMIDA. The Phase I revealed six VAP IAs associated with the Property. As a result of the Phase I, a subsurface investigation was performed to evaluate soil and groundwater conditions.

A pathway completeness evaluation was performed for the Property after sampling to determine appropriate potential remedial measures. A summation of risk across exposure pathways for commercial/industrial land use and for the construction/excavation scenario was calculated and cumulative risks were determined to be within acceptable thresholds. An oil/water separator and 69 tons of surrounding soil were excavated and removed from the Property. Post-remedy TPH concentrations in the excavation sidewall and bottom samples were less than their respective Ohio Bureau of Underground Storage Tank Regulations (BUSTR) saturation limits. Based upon the results of this investigation, a restriction on groundwater use as well as a restriction on residential development was placed on the Property. An NFA letter was prepared and submitted on behalf of the City of Cincinnati and the developer. The Property received a Covenant Not to Sue from Ohio EPA.

This site was one of the first to successfully go through the new streamlined Ohio VAP program, and has been highlighted by the OEPA as a case study for how to successfully work through the program. In April 2016, a KERAMIDA associate was asked to present the project with an OEPA staff member in the Ohio VAP office at the Ohio Brownfields Conference.
