Groundwater Monitoring & Closure Strategy for Former Bridgeport/Olin Brass Facility

The former Bridgeport/Olin Brass facility in Indianapolis, Indiana, originally operated as a brass and copper products manufacturing facility from 1942 until 2003 when operations ceased. Over the course of the next two years, all structures on the Site were decommissioned and demolished – including the removal and disposal of approximately 34,000 tons of sludge material from the POTW Pond and Solids Drying Impoundment. OmniSource Corporation subsequently bought the Site in 2006.

This 13-year project began In 2006 when OmniSource hired KERAMIDA to perform Phase I/II Environmental Site Assessments, complete an Investigation Work Plan and a Remediation Work Plan (RWP) for the former Bridgeport/Olin Brass Site. KERAMIDA’s responsibilities included submitting all required documentation to the Indiana Department of Environmental Management (IDEM) on behalf of OmniSource – which included:

  • Phase I Environmental Site Assessment Report (2006)

  • Phase II Environmental Site Assessment Report (2006)

  • A KERAMIDA Cause Letter (2013)

  • Voluntary Remediation Agreement and Letter (2014)

  • Current Site Conditions Report and Investigation Work Plan (2014)

  • Remediation Work Plan (RWP) (2015)

  • Response to IDEM Comments (2016)

  • Further Site Investigation (2018)

Groundwater Monitoring

IDEM approved the RWP on January 11, 2019. Based on the reports and correspondence between KERAMIDA and IDEM, and consistent with the RWP, KERAMIDA performed groundwater sampling of the monitoring well network, testing for volatile organic compounds (VOCs). Sampling to date has demonstrated the limited risk of exposure to Site contaminants presently and under any reasonably anticipated future scenario.

Closure Strategy

KERAMIDA’s professionals concluded that when all the lines of evidence listed below are considered, there was sufficient proof to support Site closure with a No Further Action (NFA) status based on the following:

  • No Soil Exposure Pathways

  • No Nearby Drinking Wells

  • Site Not Located Within a Wellhead Protection Area

  • No Vapor Concerns

  • No On-Site or Off-Site Groundwater Exposure

  • Plume Behavior Lines of Evidence are Demonstrated

Since sampling results and additional evidence demonstrated that the project objectives had been achieved, KERAMIDA requested regulatory closure, and that IDEM should allow discontinuation of quarterly sampling and request submittal of a Closure Report and ERC for final consideration. IDEM subsequently concurred. The ERC will restrict the property to non-residential use and will limit future exposure to the affected area by preventing use of groundwater beneath the property.
