Vapor Intrusion - A Case Study in Northern Indiana

  • This case study examines vapor intrusion at a northern Indiana healthcare facility where chemical odors led to evacuations and shutdown, followed by investigation and installation of a mitigation system. Updated data now indicates an off-site source, highlighting the challenges of identifying and addressing vapor intrusion in complex settings.

Title 13 Overhaul (SEA 277) & Excess Liability Trust Fund Regulatory Changes

  • Senate Enrolled Act 277 was signed into law on March 5, 2026. The “IDEM Agency Bill” introduced significant amendments to Title 13 of the Indiana Code, including more than just a cleanup of outdated references. We’ll talk about key changes and what they could mean in practice.

  • Substantial revisions to 328 IAC 1 have been proposed, and an entirely new article will be added. Some changes to the Excess Liability Trust Fund regulations are long-awaited, but other updates are more nuanced than they first appear.
